     If my ecological footprint is good for the environment, it will be good for the country to generate less deforestation, for example: When I save energy, the saved energy will serve someone else

     Many of the countries erriquecer with the use of renewable or non-renewable natural resources, with that some leaders of countries do not want to give up the use of these resources, since they lost their income, with that the deforestation will continue high and the climatic changes also

Your second point is very true because some countries end up in power struggle with either their colonial masters or countries they have long signed agreements with. The struggle is because the countries whose vegetations are being exploited get to realize the negative impact of the agreements on their economy but, because they are legally bound, they are unable to easily free themselves despite their willingness to do so for climate change reasons. Another thing that contribute to the power imbalance is the fact that some indigenous people sign agreements they know do not understand. By the time they get to know the negative effect of those agreements, it becomes too late very difficult to go back on it.
