What are the most relevant actions/targets proposed in SDG#13?

The most relevant actions/targets proposed in SDG#13 is that all developed countries will be committed to jointly mobilizing 100 billion dollars per year by the year 2020.  Those countries should continue to give that support until the year 2025.  The Green climate fund has raised 10.3 billion dollars, but developed countries are being urged to give more finical support.

How do SDG #13 targets respond to the challenges created by the effects of climate change in water in both Indigenous and non-indigenous communities?

SDG#13 targets respond to the challenges created by the effects of climate change in water in both indigenous and non-indigenous communities by talking about the effects and the problem that climate change is causing.  They talk about planetary warming, the global sea ice, and the drought conditions across the globe.

What other areas do you think should be taken into account?

Other areas that I think SDG#13 should take into account are the affects of what they are asking for will have on the countries.  Countries partly rely on what causes the carbon dioxide emissions.  Many countries have factories or manufacturing places that emit carbon dioxide and those countries need those factories.

What elements would you incorporate if you had to build an action/target that addressed water, Indigenous peoples, and non-indigenous people. Provide a brief rationale that justifies each element.?

Some elements that I would incorporate if I had to build an action/target that addressed water, indigenous peoples, and non-indigenous people would be where droughts were happening and how severe they were, where is freshwater located and what countries are in a shortage, and how water is being used in places that have the water.
