Here in Brasília, we are facing water crises and still people don't reduce de costs. In my opinion, Brasília was not the best option to be chosen as the capital of Brazil, 'cause we don't have many rivers or many potable water. We builded a dam for have many water, the dams altered water flows and is severe for river life's.

with this water crisis has caused politicians to invest more in water than in health or education. With this the political and economic power begins to fall, even if it is little already 

there is an influence.

You have touch on some very salient points. Inferring from your post, am I allowed to think your water and electricity consumption (carbon footprint) impact you in ways that have resulted in water shortage? Are there other activities you engage in that you think impact your carbon print? Think of  transportation - do you always join the bus even for short distances; do you ride the bike; how often do you join the plane? How do you dispose your garbage - do you burn them or you properly recycle the recyclables? Lastly, are industries or companies owned by your colonial maters (Portuguese and Spanish) or foreign nationals still undertake activities that affect or potential affect Brazil? This activities may include logging of timber etc. 

Is Brazil able to make decisions about climate change freely? Will decisions made by Brazil concerning climate change upset (anger) people of other countries who may have influence on Brazil's politics?
