What are the most relevant actions/targets proposed in SDG#13?
The most relevant actions/targets proposed in SDG#13 in my opinion were that developed countries were working together to get $100 billion per year by 2020, and will continue afterwards until 2025, to put towards the climate-related needs of developing countries, and trying to get resources for the Green Climate Fund which is for helping adaptation and mitigation practices to counter climate change.
How do SDG#13 targets respond to the challenges created by the effects of climate change in water in both Indigenous and non-indigenous communities?
SDG#13 targets respond to the challenges, in Indigenous and non-indigenous communities by talking about the extent of the problems that climate change is causing. This includes, but does not limit to, planetary warming- which set a new record of about 1.1 degrees Celsius above the preindustrial period, atmospheric carbon dioxide levels- this also reached a record high of 400 parts per million, drought conditions- they predominated across much of the globe, and loss of global sea ice- the extent of global sea ice fell to a minimum of 4.14 million km2 in 2016.
What other areas do you think should be taken into account?
Other areas not included in SDG#13 that I think they should have mentioned some topics that they did not. One is that many countries depend on emitting carbon dioxide, these countries include both indigenous and non-indigenous countries, developing, and developed countries, this includes factories and planes. Also, they should talk about how there is a lot of energy consumed by people everyday and how many people don't really care about climate change because they feel that it may wastes your money to help solve it.
What elements would you incorporate if you had to build an action/target that addressed water, Indigenous peoples, and non-indigenous people?
Some elements that I would incorporate if I had to build an action/target that addressed water, Indigenous peoples, and non-indigenous people would be that many states and countries are in or were in a drought, that indigenous people are having trouble to use the natural resources that they have because of deforestation, and other problems having to do with companies trying to get money off of the land, and how non-indigenous people are using too much energy and doing most of the pollution, but are the ones who are trying to stop climate change.

Great work! I like your statement about people not caring about climate change because of its high operational fees. Here's a question for you to think: "How do you think we should manage industrial/municipal activities and curb planetary warming, air pollution, etc.? How do you think "Sustainable Development" is linked to this topic?
