Request for measures to be taken by the Federal Government and the Federal District - Brazil - Brasília / Federal District, as the water supply and water rationing problems in the Federal District and Surrounding Areas
Dear Parliamentarians of the Brazilian Government and the Federal District, Good Day!
I come once again to present report on the problems that are already reaching several RAs, with rationing and lack of water supply in the Federal District and surrounding areas, reaching several families. (Attachment)
Thus, I request urgent action on the severity of the problems we are going through in the Federal District, in the surroundings and Brazil.
As I presented the demands of the International Youth Climate Conference - COY 21 in the Committee on Education, Health and Culture on 11.05.2016,

Commission members approved unanimously among the approved demands - the creation of the Climate Fund of the Federal District, which will principle - permanent projects in RA's and Cities in Brazil as:
- Use of the resolutions of the International Youth Climate Conference in the Federal District, document presented at COP 21 - Conference of the Parties in Paris and hosted by COP 21 and the UN, as a parameter contemplating Public Schools Federal District and surrounding areas;

- Use the inventory on Climate Federal District, to mark the climate mitigation actions in the Federal District and other joint actions in RAs;
- Survey and recovery of degraded areas in the areas of permanent preservation;
- Survey and planting seedlings in the Cerrado permanent preservation areas, cities and schools in the Federal District and surrounding areas,
- Greater control by governments and reduction of CO2 emission of vehicles on the roads of the Federal District;
- Deploy in Schools - rainwater collection system;
- Construction of bike paths and accessibility in all RAs with signaling system for the rider protection;
- Deploy in Schools - fotovoltaico- solar system, to reduce power use, using LED lamps and motion sensor in the rooms;
- Use green keyboard in schools, government buildings and residences;
- Deploy School community outreach process of the School Agenda 21, as shown work in the Federal District (East Wansbeck North Education Centre - Elementary Education Center 19 - North Wansbeck - Teaching Center Elementary 312 - Fern North), under the responsibility professor David Silva Fagundes;

- Deploy the DF the Environmental Conference - focusing on water issues and climate change in Mexico City and Environs;
- Implementation of the school garden and drip on the tree species of the schools, according to the project developed in the Middle Wansbeck North Education Centre under the responsibility of Professor Moraes;
- Application of resources for DF's Climate Fund the above issues and others to be included according to the needs of each school;
- Intensification of lectures in schools, preparation of advertisements in the media and newspapers of Mexico City, to raise awareness of the School population and the Federal District, and the severity of water resources;
In the face of the questions and proposals, we are fully available to add up to the Public Managers and Parliamentarians, more effective actions that will minimize the serious situation and mitigation of climate and water resources of the Federal District.
Right of full compliance, the proposals we put in the disposal to work in the RA's. (Regional Government - Regional Coordination of Education and School Units).

Prezados Parlamentares e demais Assessores, Bom Dia!
Venho mais uma vez, apresentar reportagem sobre os problemas que já estão atingindo várias RA's, com o racionamento e a falta de abastecimento de água no DF e Entorno, atingindo várias famílias. (Anexo)
Desta forma, solicito providências urgentes sobre a gravidade dos problemas que estamos atravessando no DF, no Entorno e no Brasil.
Conforme apresentei as demandas da Conferência Internacional da Juventude sobre o Clima - COY 21 na Comissão de Educação, Saúde e Cultura no dia 11/05/2016,
os membros da Comissão aprovaram por unanimidade, dentre as demandas aprovadas - a criação do Fundo do Clima do Distrito Federal, que terá como princípio - projetos permanentes nas RA's e Cidades no Brasil quanto a:
- Uso das deliberações da Conferência Internacional da Juventude do Clima no Distrito Federal, documento apresentado na COP 21 - Conferência entre as partes em Paris e acolhido pela COP 21 e ONU, como parâmetro contemplando as Escolas Públicas do Distrito Federal e Entorno;
- Uso do inventário sobre o Clima do Distrito Federal, para balizar as ações de mitigação do clima no Distrito Federal e outras ações conjuntas nas RA's;
- Levantamento e recuperação de áreas degradadas nas áreas de preservação permanente;
- Levantamento e plantio de mudas do Cerrado em Áreas de preservação permanente, Cidades e Escolas do Distrito Federal e Entorno,
- Maior controle por parte dos Governos e redução da emissão de CO2 dos veículos nas vias do DF;
- Implantar nas Escolas - sistema de captação de água da chuva;
- Construção de ciclovias e acessibilidade em todas as RA's com sistema de sinalização para a proteção do ciclista;
- Implantar nas Escolas - sistema fotovoltaico- painéis solares, para a redução do uso de energia elétrica, com uso de lâmpadas leds e sensor de movimento nas salas;
- Uso de teclado verde nas Escolas, prédios do Governo e residências;
- Implantar o processo de sensibilização da comunidade Escolar da Agenda 21 Escolar, conforme consta trabalho no Distrito Federal (Centro de Ensino Médio Taguatinga Norte - Centro de Ensino Fundamental 19 - Taguatinga Norte - Centro de Ensino Fundamental 312 - Samambaia Norte), sob a responsabilidade do Professor Davi Silva Fagundes;

- Implantar no DF a Conferência do Meio Ambiente - focando as questões da água e das mudanças climáticas no DF e Entorno;
- Aplicação dos recursos destinados ao Fundo do Clima do DF as questões acima e outras a serem inclusas de acordo com as necessidades de cada Escola;
- Intensificação das palestras nas Escolas, elaboração de propagandas na mídia e jornais do DF, para a conscientização da população Escolar e do DF, quanto a gravidade dos recursos hídricos;
Diante das questões e propostas apresentadas, estamos a inteira disposição para somarmos com os Gestores Públicos e Parlamentares, ações mais efetivas que venham a minimizar a grave situação e mitigação do Clima e dos recursos hídricos do Distrito Federal.
