In Edmonton, Canada, we had a decline in availability of urban green spaces - similar to what you mentioned. After lobbying by local environmental groups, our city council put together an environmental strategic plan. It sets out principles, goals, strategic actions, and approaches for Edmonton to live in balance with nature. It is called a "long term community plan" that requires the government and the public to work together. Are there any initiatives like this in Sao Paulo?
