Both countries (Brazil and Canada) have issues with government and first nation organizations. Integrated water sources managment in Brazil has to "unpack" water governance mechanisms that may shape the adaptive capacity of water systems due to climate change. Adaptive capacity is the capacity of a system to adapt if the environment where the system exists is changing. The greenhouse emissions in Brazil has caused water systems to adapt because of climate change.
