Question on social policy

Hi everyone...I am a teacher so technically I shouldn't be posting as it is you, THE STUDENTS, that need to be heard but I wanted to post a question in relation to the first week questions, specifically the one asking about "Who is responsible to raise awareness and act on climate change?" and the the role of government in all of this.

My question:

Does government involvement hinder the growth of the individual and their motivation to get involved?

Context of question (with embedded questions):

Does government involvement make it so it is easier for the individual to say, "I am concerned about the environment but the government is taking care of it so I don't need to?" thus taking away individual action.  Having large groups and governments take care of this takes away from community.  A comparison is the centralizing of other social services where we no longer see the need to directly help our fellow neighbor (proximity defined) as we support social services through taxes and donations to large social agencies. Our attitude becomes one that there is help out there for people in need so they can find what they need.  

Example: In the old days people were community driven and you knew if a fellow neighbor was in need.  The community (proximity defined) then took care of the neighbor.  Now days it is easier to think that the large organizations and government agencies that provide social services will take care of it.  

In relation to environment maybe the same things is happening? Instead of communities cleaning up garbage, building green space,we expect government to do it. Is the government involvement holding back personal motivation to make change?  Community is key, but how do we grow it?
